The Association for Consultancy and Engineering (ACE) has responded to an ongoing committee inquiry into the programme of investment zones and freeports in England.
Freeports, designated zones with unique economic regulations, have garnered significant attention as they aim to stimulate investment, create jobs, and foster collaboration in some of the nation's most ‘left behind’ communities.
Investment Opportunities:
ACE recognises that Freeports present investment opportunities for businesses and investors alike. These specialised areas offer a range of incentives, including tax reliefs, customs benefits, and support for innovation and trade, making them appealing to a diverse array of industries.
ACE Members’ Perspective:
From the perspective of ACE members, Freeports represent a unique challenge and opportunity. Engineers play a pivotal role in the success of Freeport initiatives, as many are tasked with designing and implementing the critical infrastructure that supports trade, innovation, and sustainable growth within these zones.
Progress Made and Future Initiatives:
ACE members have observed significant progress in the development of Freeports, including the successful designation of a number of Freeports in England. These zones have formed coalitions of stakeholders responsible for overseeing various aspects of their development, from infrastructure construction to innovation hub creation.
As the Freeports move closer to becoming fully operational, many ACE members are likely to focus on the some of following key initiatives:
- Infrastructure Development – ACE members will lead the planning and implementation of transportation networks, as well as energy infrastructure to facilitate efficient operations within Freeports.
- Innovation and Collaboration – ACE members will contribute to the success of innovation hubs and research centres, promoting collaboration among businesses, education institutions, and research institutions.
- Community Engagement – ACE members will work on projects aimed at improving local communities, including housing, education, and social infrastructure.
