GOVERNMENT PUTS FIRMS ON NOTICE FOR £80BN CONSTRUCTION FRAMEWORK

The government is putting contractors on alert for a seven-year framework worth up to £80bn.

The Crown Commercial Service, the UK’s biggest public procurement organisation and an executive agency of the Cabinet Office, has given notice of the construction works and associated services framework which includes healthcare and offsite solutions.

The anticipated framework duration is approximately 87 months which includes a three month mobilisation period from contract start date to framework go-live. The contract start date is 31 October 2026 and the end date 30 October 2034.

An approach to market is due on 21 January 2026.

The notice has been described as an “open future opportunity” with the Crown Commercial Service saying “this means that the buyer is not yet ready to invite bid applications but early notification has been provided and some dialogue may be possible”.

The framework includes the design, manufacture, supply and installation of construction works and services. For the provision of offsite construction solutions this includes the design, manufacture, supply, delivery, construction, install and maintenance of temporary and permanent buildings and installations on a hire or purchase basis.

Services will be delivered primarily within the UK, but the framework will also contain provisions to fulfil overseas requirements.

It will cover work across government departments including health, education, defence, culture and infrastructure.

A formal lotting structure will follow the commencement of further market engagement with further consideration to value, location and sectors.

The estimated annual spend through the framework will be further defined and informed through Government Spending Reviews and is anticipated to total £80bn throughout its duration.

The Crown Commercial Service intends to commence its engagement with the market from January 2025 with suppliers interested in potentially bidding for the resulting framework contract.
